Jefferson County man charged for allegedly "waterboarding" children

William Province of Jefferson County has been charged with several felonies for allegedly waterboarding four young children, two of which were his own.

Province, 42, was arrested late Tuesday night as he got off an airplane in Helena from a trip to Alaska.

According to the complaint, the children, ages 9 and up, were subjected to a water torture type technique used in the military.

The entire process took place over about an hour's time at the man's home in the Wickes area.

It simulates the affects of drowning.

The affidavit goes on to say that while Province was in the process of waterboarding the fourth youth, his girlfriend attempted to stop him.

That is when he allegedly held her arm behind her back so tight that she received a broken wrist and two broken fingers.

Province was charged with three counts of assault on a minor, one count of intimidation, one count of felony partner/family member assault, and misdemeanor assault.

He is currently the Jefferson County jail on a $200,000 bond.

His arraignment will be scheduled some time in January.
