City Commission adopts CDBG policies after public hearing

The Great Falls City Commission adopted the policies for the Community Development Block Grant (CDBG) program and the Citizen Participation Plan after hearing from residents about where to allocate the funds during Tuesday’s meeting.

Many residents told the City Commission that they wish to see the funds put towards housing and job development.

Others advocated using the grant for attracting more families to Great Falls as well as daycare and education.

Mayor Bob Kelly and Commissioners Bill Bronson, Mary Sheehy Moe, and Owen Robinson unanimously adopted the policies and plan. Commissioner Tracy Houck was not at Tuesday’s meeting.

The grant policies and Citizen Participation Plan were submitted to the Department of Housing and Urban Development (HUD) on March 9. 

On April 4, city staff received a response from a HUD representative stating the documents met HUD requirements.

The city needed to have a Citizen Participation Plan in order to receive the CDBG funds and the HOME Investment Partnership Program (HOME) federal grant. 

According to city documents, a key component for the Plan was citizen participation in all steps of the planning development process.

The City Commission was required to hold Tuesday’s public hearing so the public could discuss the needs within the community that can be assisted through the CDBG and HOME funds.

According to Maria Porter, the community grant specialist for Planning and Community Development, city staff will now propose the 2018-2019 grant priorities while utilizing the community needs assessment information. 

The city must submit the 2018-2019 Annual Action Plan to HUD by June 30, which is a tight timeline because the city must have the plan available for a 30-day public comment period prior to submission.

If all HUD requirements are met and the documents are submitted on time, the city should receive an estimated $702,709.
